Cañon City man arrested after hours-long standoff

CAÑON CITY, Colo. — A Cañon City man who has a history of shooting at law enforcement officers was arrested after an hours-long standoff overnight.

Police said around 9:30 p.m., they got a call from a resident on College Avenue. The caller said a neighbor, 41-year-old Stephen Garrett, had come onto the caller’s property and started an argument, then gone back to his home.

Police said Garrett “has a history of shooting at officers,” and shot Fremont County deputy Dean Richardson in September 1996.

After the call from the neighbor, police went to Garrett’s home to check the welfare of his dogs. Garrett released the dogs, told them to “go get” the officers, and went back inside. He blocked doors and windows and yelled at officers that he wanted to die. Officers could hear him destroying property inside the home.

Nearby homes were evacuated while police negotiated with Garrett. They lost contact with him around 1 a.m. Around 2:52 a.m., SWAT officers broke into the home and found Garrett unresponsive. They took him to the hospital for a medical evaluation.

Garrett will be charged with menacing, intimidation of a witness, and failure to obey a lawful order.
