Two Air Force Academy cadets accused of sex abuse

U.S. AIR FORCE ACADEMY, Colo. (April 10, 2015) — Article 32 hearings will be held next week for two Air Force Academy cadets accused of sex abuse.

The academy said in a statement that Cadet 4th Class Phillip L. Hendrix IV is charged with two specifications of abusive sexual contact. His hearing is set for Monday, April 13.

Cadet 3rd Class Zachery L. Chubb is charged with one specification of sexual assault and one specification of abusive sexual contact. His hearing is set for Wednesday, April 15.

An Article 32 hearing is similar to a civilian grand jury proceeding. An officer presides over the hearing and submits a report with recommendations to the Special Court Martial Convening Authority, who decides whether to dismiss the case, refer it to a general court-marital, or take other disciplinary action.

UPDATE (March 5, 2016): A panel of eight officers found Chubb not guilty on all charges at a court martial March 4. The Uniform Code of Military Justice requires that a two-thirds majority of the panel agree on a verdict of guilty.
